Tenders are invited for Review of Data Quality for Investment Climate, Human Capital, and Logistics Infrastructure Projects of FOMILENIO II (Improvement Plan) for Monitoring and Evaluation (M&E).

The United States of America through the Millennium Challenge Corporation (MCC, for its acronym in English) and the Government of the Republic of El Salvador (the "Government" or “GOES”), have entered into a Millennium Challenge Grant Agreement, for an amount of US$365.2 million (US$277 million from United States of America Government, through the Millennium Challenge Corporation and US$88.2 million from the Government of the Republic of El Salvador) (“Grant Agreement").

The Grant will be used to support the following activities: 1) Human Capital Project, 2) Investment Climate Project, 3) Logistical Infrastructure Project; and, 4) the installation and administration costs of the agency responsible for the implementation.

The Government, acting through “El Fondo del Milenio II”, hereinafter referred to as "FOMILENIO II", intends using part of the Funds for eligible payments under the terms and conditions established in the contract resulting from this consulting firm selection procurement, to perform this consulting service in a transparent and financially viable according to the following detail:

TITLE: REVIEW OF DATA QUALITY FOR INVESTMENT CLIMATE, HUMAN CAPITAL, AND LOGISTICS INFRASTRUCTURE PROJECTS OF FOMILENIO II (IMPROVEMENT PLAN) FOR MONITORING AND EVALUATION (M&E).
Original title in Spanish: REVISIÓN DE LA CALIDAD DE DATOS PARA LOS PROYECTOS DE CLIMA DE INVERSIONES, CAPITAL HUMANO E INFRAESTRUCTURA LOGÍSTICA DE FOMILENIO II (PLAN DE MEJORA) PARA MONITOREO Y EVALUACIÓN (M&E).

PERIOD OF CONTRACT AND EXECUTION OF SERVICES: 125 calendar days per stage counted from the date established in the commencement order that FOMILENIO II will issue in writing per stage, being able to start the second stage before the end of the first one, that is, both stages can overlap.

The pre-bidding meeting will be held at the headquarters of FOMILENIO II at the address indicated below. Although it is not a mandatory meeting, it is highly recommended to attend all interested parties or their representatives.

Payments from FOMILENIO II shall be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC funding agreement. No party other than the GOES and FOMILENIO II shall be rights about the Agreement and shall be entitled to claim funds or resources of MCC.

Be excluded from participation in this procurement to any person or entity within the blacklist or suspended from participating in procedures funded by the World Bank or Federal Government funding of the United States of America, or otherwise prohibited by law of the United States of America or executive orders or policies, including under any existing anti-terrorism policy.

This method of selection (CQS) consists of two stages: in the first stage, the selection of a consulting firm that has presented the requested documents with their qualifications is made, taking into account the experience and qualifications of each of the participating firms and the consulting firm with the best qualifications is selected. The second stage is to request the best qualified consulting firm to present a Technical and Financial Proposal to be evaluated and negotiated.

The service to be contracted aims to establish the usefulness, objectivity, consistency, and integrity of the information necessary to determine the performance of the FOMILENIO II projects and carry out the monitoring and evaluation work.

The interested consulting firms must meet the minimum requirements established in the respective Terms of Reference (ToR) included in the Request for Qualifications (RFQ) document.

IMPORTANT NOTICE: It is made known to the interested consulting firms that the offices of FOMILENIO II will be closed to the public from August 1st to 8th, 2019 (both dates inclusive) due to holidays. The preceding must be taken into account by the interested consulting firms for all the scheduled dates and communications corresponding to this procurement.

Interested consulting firms who register through the FOMILENIO II website, their e-mail address, general data and expressing their interest in participating in this specific procurement, will receive notifications via the e-mail registered, related to clarification notes, amendments or any other necessary information related to this procurement, issued during the period specified in the Request for Qualifications. All data of interested consulting firms must be submitted in the Spanish language, per the authorization for the use of the Spanish language, granted by MCC to FOMILENIO II, which was issued on January 26, 2015. The documents requested with the qualifications of each consulting firm must be delivered and registered at the address mentioned below, no later than the deadline time and date indicated in the Request for Qualifications (RFQ) document.

Interested consulting firms should be aware that customs formalities and shipping distances might extend the estimated delivery time. The documents requested with the qualifications of each consulting firm and the proposals that are required later that arrive after the setup deadline time and date for submit and register them will not be considered.
