Description

This is a Notice of Intent to Award on the Basis of Other Than Full and Open Competition for Research & Development Services. This is a Special Notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, Synopsis of Proposed Contract Actions. This Notice of Intent is not a request for competitive proposals. This is not a solicitation notice, a request for a proposal, or a request for technical submission. The Army will not post a solicitation; however, any educational institution who believes it can perform the required services may give written notice to the Contracting Officer within 5 days of publication of this Special Notice. Providing written notice to the Contracting Officer does not guarantee a response will be provided, and does not guarantee consideration for this effort.



The Research and Development (R&D) services require any educational institution to possess essential engineering, research, and developmental capabilities, an active facility clearance, and compliance with DFARS 252.204-7019 (DoD Assessment Requirements) to deliver collaborative and innovative aviation and missile capabilities. These types of services cannot be procured in the commercial marketplace. Since the Army requires an educational institution to possess the technical competency to conduct the necessary experiments and accomplish these research and development tasks, the Army cannot compete this effort.



The Army Contracting Command - Redstone Arsenal (ACC-RSA) intends to award a five-year, Indefinite Delivery - Indefinite Quantity (IDIQ), cost-reimbursable contract to Auburn University under statutory authority as implemented in FAR 6.302-3(a)(2)(ii).
