Capital City Link General Partnership (CCLGP) invites professional contracting services for its 2026 Paving Program through this Request for Tender (“RFT”). As part of CCLGP-s rehabilitation obligations under the NEAH DBFO Agreement and VSH-s maintenance obligations under the Operating and Maintenance Contract, various pavement resurfacing and localized pavement repair areas have been identified, which are collectively referred to as “the Works”. The purpose of the localized pavement repair areas is to repair fatigue cracking and/or address localized smoothness issues, including the 2025 International Roughness Index (“IRI”) non-compliances. The Works encompass a minimum requirement of 50mm mill and inlay, with several areas requiring dip infill or profile milling, and some areas potentially requiring partial to full depth Asphalt Concrete Pavement (“ACP”) replacement/base repairs. The resurfacing areas and localized repairs range in length from about 0.01 km to 2.5 km and are spread throughout the entire NEAH network. Specific dimensions for all areas are to be confirmed in the field prior to execution.
