Under this RFP, the PRHTA expects the selected Proposer(s) to develop engineering designs, prepare all required environmental documentation and ensure compliance with the National Environmental Policy Act (NEPA), as stated in the Scope of Work. The selected Proposer(s) must have the technical capacity, experience, and resources necessary to support PRHTA in meeting federal, state, and programmatic requirements associated with the implementation of these disaster recovery and mitigation initiatives.Proposers must personally deliver one (1) copy of their Technical and Price Proposals to Alexandra Velázquez Delgado, PE, Pre-Construction Office Director, Puerto Rico Highway and Transportation Authority, Roberto Sánchez Vilella Government Center, Minillas South Building, Suite 1404, Santurce, Puerto Rico on or before May 11, 2026, at 2:00 pm (EST).
