The Texas Department ofLicensing and Regulation (TDLR) is issuing this Request for Proposals (RFP) tosolicit proposals from interested vendors to provide lottery operationsservices and equipment, including, but not limited to, a Lottery Gaming System, and sales, marketing, warehouse, distribution, and related services toimplement and operate Texas Lottery games as authorized by law.TDLR currently contractswith a single vendor (the Lottery Operator) for lottery operations andservices. The Lottery Operator provides a wide range of goods and servicesessential to the delivery of lottery gaming services. This integrated approachfor the provision of the Lottery Gaming System, and the sales, marketing, warehouse, distribution, and related services has been successful. TDLRbelieves that the current integrated operating model provides a cohesiveapproach to game development, systems support, sales, marketing, anddistribution, and mitigates risk to the revenue streamthat provides funding for education, veterans- assistance, and other governmental purposes as required by the TexasLegislature.TDLR is not predisposed to any particular solution orservice delivery methodology, nor does TDLR intend to limit the creativity ofinterested parties. Two or more entities may collaborate to file a Proposal, but they shall designate a single entity that will contract with TDLR and beresponsible for the delivery of all goods, services, and requirements set forthin its Proposal (i.e., the Lottery Operator)....
