This Request for Proposals (the “RFP”) is issued by the Town of Westlock (the “Town”) to invite qualified and experienced consulting firms to submit proposals for the provision of a Commercial and Industrial Gap Analysis (the “Project”). The Project will assess current market conditions, identify gaps and opportunities in the commercial and industrial sectors, and deliver evidencebased recommendations to guide investment attraction and economic development programming. The Town is seeking a consultant team with demonstrated experience in retail market analysis and industrial land economics in Alberta or comparable western Canadian markets. Proponents may submit for one or both components; however, the Town-s preference is to award the full Project to a single coordinated team.
