REQUEST FOR PARTICIPATION: Helsinki real estate access control system The Bank of Finland (hereinafter "procurement unit" or "customer") requests participation applications in connection with the procurement of the replacement of Helsinki's access control system (also "security contract"). Framework agreement in addition to the client's Helsinki property, other objects located in the client's capital region are covered. At this stage, the procurement unit is only waiting for applications to participate and only from the bidders selected as bidders in the selection of participants an offer is requested with a separate request for an offer. The request for tender and its attachments are only for the information of the candidates at this stage. The general description of the procurement can be found in more detail in the "Overview of the procurement" appendix to the request for tenders. Partial offers are not permitted because due to the nature of the procurement object, it cannot be divided among different operators from a security point of view. Alternative or parallel offers are not allowed. Based on the competition, a framework arrangement and contract for one supplier is formed. Security contract the ceiling price is 1, 000, 000.00 euros (VAT 0%). The maximum value of the entire framework agreement is 5, 000, 000 euros (VAT 0%). It is not a purchase promise, but the maximum value required by the Procurement Act for the entire duration of the framework arrangement (until 2032). Maximum purchase value can be changed in accordance with the principles of Section 136 of the Procurement Act.
