The overall goal of the operationally reliable store and fuel distribution network, or TOIMIVA project, is to form a nationwide network in which, with the help of back-up power and other technical capabilities produced at the locations, the necessary grocery and fuel distribution services for citizens are ensured services in short- and long-term power outages, normal and exceptional conditions. During the piloting and testing phase of the project, to which this procurement description applies in more detail, the aforementioned network of stores and fuel distribution points will be implemented in the area of one province during the years 2025 2026, which the sites will be equipped with backup power capabilities. A more detailed description of this procurement can be found in Appendix 1. This is an additional site acquisition for the store network, previously sites were applied for in the store and fuel distribution network from the beginning of autumn 2025, and contract negotiations with the selected parties have proceeded. In procurement it's about a license agreement. The number of targets in the pilot phase is planned to be 10-15. There is a more detailed description of the selection of sites in the tendering stage in Appendix 1. In the application for participation, all criteria are minimum requirements, the fulfillment of which is a prerequisite to proceed to the next stage. The participant must consider these criteria, e.g. groundwater zone limitation. Candidates who meet the minimum requirements will be sent an actual request for tender.
