The estimated value of this award is $95, 000, 000.

Naval Surface Warfare Center, Crane Division, Crane, IN intends to issue a sole-source contract for the procurement of HDTS production kits with associated major assemblies, support equipment, engineering and logistics services, spares, interim and post deployment support, engineering services, and associated data, to ELBITAMERICA, INC. This procurement is for both domestic end users, and the nation of Australia through the Foreign Military Sales (FMS) program.

The Government intends to solicit and negotiate this contract with only one source, ELBITAMERICA, INC. (CAGE CODE: 0WEC9) under the authority of 10 U.S.C. 3204(a)(1) as implemented at FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This action is being sole sourced because ELBITAMERICA, INC. is the only known source which has the capability to produce the HDTS production kits needed. Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the Government. The detailed design of the HDTS production kits remains proprietary to ELBITAMERICA, INC., making ELBITAMERICA, INC. the only source for HDTS production kits with associated major assemblies, support equipment, engineering and logistics services, spares, interim and post deployment support, engineering services, and associated data.

All responsible sources may submit a capability statement which shall be considered by the agency.
