BACKGROUND AND PURPOSE OF THE ANNOUNCEMENT During 2024, the city of Helsinki tried a new kind of advisory service, the aim of which was to make extension construction easier for housing associations and property owners. Advice on the initial phase of extension construction was offered in pilot areas that had been selected in Kontula, Länsi-Pakila and Lauttasaari. The project sought experiences of counseling needs and operating models on city land and private land, as well as small house and apartment building plot owners areas. More information: https://taydennysrakentaminen.hel.fi/neuvontapalvelu/Neuvontapalvelu included the mapping of housing associations' and real estate's supplementary construction possibilities and the preliminary evaluation of the financial equation of the projects. As a result of counseling, everyone the participating housing association or the property owner received a concrete project card, which examined the implementation options for additional construction and their possible profitability on the plot. The lessons learned from the pilot will be fully utilized in the future in Helsinki. The City of Helsinki is now investigating the possibilities of creating an arrangement where the city would map out operators who offer advisory services in the initial phase of extension construction to apartment building companies interested in extension construction. and would agree with the operators approved for the arrangement on the production of a standard service package.
