Helsinki Employment Services is planning a new service acquisition for its personal customers. Employment services have recognized the need to map out cost-effective alternatives for the implementation of rehabilitative work activities that promote employment so that the service needs of customers belonging to the target group should be taken into account as comprehensively as possible. The background of the preparation is the preparation for the possibly coming 2027 amendment to the law on rehabilitative work activities or the repeal of the law. The beginning of the year During 2026, the Employment Services have planned a Työelämökokeilu purchase service linked to the change. The purchased service can be a training service in accordance with § 53 of the Act on the Organization of Labor Services (380/2023) or another organized by the municipality employment service. This will become more detailed as the preparation progresses. The service to be acquired is intended to be used simultaneously with other employment services such as work trial and subsidized work. It is possible that the acquisition will take place in the entire capital region Target group The size of the potential target group for the new service is estimated to be approx. 1000 customers in Helsinki annually. The estimate can become more precise in one direction or another as the procurement preparation progresses. The target group mainly includes people over 25 and Finnish-speaking and non-native Finnish-speaking customers.
