REQUEST FOR EXPRESSION OF INTEREST FOR THE CONDUCT OF THIRD PARTY EVALUATION OF CY 2013-2015 NGP SITES CONSISTING OF 120 NGP SITES WITH AREA OF 100 HECTARES AND ABOVE PER SITE
The Department of Environment and Natural Resources, Cordillera Administrative Region (DENR-CAR) through its Bids and Awards Committee invites Consultants to submit their Letter of Intent (LOI) and apply for eligibility and if found eligible to bid as Third Party Validator for the evaluation of One Hundred Seventeen (117) Sites of the CY 2013-2015 National Greening Program containing an area of One Hundred Hectares (100 ha.) and above per site and the total Approved Budget for the Contract (ABC) is in the sum of One Million Two Hundred Thirty Seven Thousand Pesos (a‚+/-1, 237, 000.00). Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. The following are the specifics;

Consultants may come from State Universities and Colleges, Non-government Organizations, Civil Society Organizations engaged in environment and forestry advocacies, and or Local Government Units (LGUs). Interested bidders could come from Cordillera Administrative Region (CAR) or in other regions except for such entities which have been previously engaged in establishing NGP plantation areas having an area of one hundred hectares (100 ha.) and above under a MOA with the DENR.
Any bidder may be allowed to bid and be awarded with one or both projects/ lots.
Eligibility documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before October 17, 2018 from 9:00 a.m. at the Administrative Division c/o the BAC Secretariat, DENR-CAR, Regional Office, Pacdal, Baguio City upon payment of non- refundable amount of Five Hundred Pesos (a‚+/-500.00) cash to the cashier. Applications for eligibility will be evaluated based on a non-discretionary -œpass/fail -œcriterion.
Interested bidders may obtain further information from BAC Secretariat or visit the PhilGEPS Website, DENR-CAR website at car.denr.gov.ph.
A complete set of bidding Documents may be acquired by interested Bidders from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest guidelines issued by the GPPB, in the amount of Two Thousand Pesos (a‚+/-2, 000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and at DENR-CAR website car.denr.gov.ph, provided that the Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 ( RA 1984), otherwise known as the -œGovernment Procurement Reform Act-, and its Implementing Rules and Regulations (IRR). The short list shall consist of five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for shortlisting are:
a. Quality of the personnel to be assigned to the job 50%
b. Experience and Capability of the Firm/ Consultant 30%
c. Current Work load relative to capacity 20%

Bidding will be conducted through open competitive procedures using non-discretionary -œpass/fail- criterion as specified in the IRR of RA 9184.
The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure with weights as;
a) Technical proposal 70%
b) Financial proposal 30%

CHECKLIST OF ELIGIBILITY REQUIREMENTS
a. Class -œA- Documents
Legal Documents
a.) PhilGEPS Certificate of Registration and Membership in accordance with Section 8.5.2 of the IRR, except for foreign bidders participating in the procurement by a Philippine Foreign Service Office or Post, which shall submit their eligibility documents under Section 24.1 of the IRR, provided, that the winning Consultant shall register with PhilGEPS in accordance with Section 37.1.4 of the IRR;
b. Class -œB- Technical Documents
a) Statement of the Prospective Bidder of all its ongoing and completed government and private contracts, including contracts awarded but not yet started, if any, whether similar or not similar in nature and complexity to the contract to be bid, within the relevant period provided in the EDS. The statement shall include, for each contract, the following:
a.1. the name and location of the contract/project;
a.2. date of award of the contract;
a.3. type of and brief description of consulting services;
a.4. consultant-s role (whether main consultant, subcontractor, or partner in a JV);
a.5. amount of contract;
a.6. contract duration; and
a.7. certificate of satisfactory completion or equivalent document specified in the EDS issued by the client, in the case of a completed contract.
b) Statement of the consultant specifying its nationality and confirming that those who will actually perform the service are registered professionals authorized by the appropriate regulatory body to practice those professions and allied professions.
c) The equipment needed are, two (2) Laptops, three (3) Handheld GPS and three (3) Geotagging Gadgets (Android Phones) and 1 printer.
d) If the consultant is a juridical entity, the consultant-s statement:
d.1. Of the kinds and number of its ownership and key staff, partners or principal officers, as the case may be, as well as their respective curriculum vitae;
d.2. The owner and key staff, and all the partners of the professional partnership firm, as the case may be, and those who will actually perform the service, are registered professionals authorized by the appropriate regulatory body to practice those professions and allied professions, in accordance with the provisions of this IRR-A; and
d.3. On the prospective bidder-s technical competence, experience and staff capabilities.
e) If the consultant is an individual, the consultant-s statement:
e.1. Of his citizenship; and
e.2. He is a registered professional authorized by the appropriate regulatory body to practice those professions and allied professions.
Financial Documents
a. The consultant-s audited financial statements, showing, among others, the consultant-s total and current assets and liabilities, stamped -œreceived- by the BIR or its duly accredited and authorized institutions, for the preceding calendar year which should not be earlier than two (2) years from the date of bid submission.
Class -œB- Documents
a) Valid Joint Venture Agreement (JVA), in case a joint venture is already in existence. In the absence of JVA, duly notarized statements from all the potential joint venture partners stating that they will enter into and abide by the provisions of the JVA in the instance that the bid is successful, shall be included in the bid. Failure to enter into a joint venture in the event of a contract award shall be ground for the forfeiture of the bid security. Each partner of the joint venture shall submit the legal eligibility documents. The submission of technical and financial documents by any of the joint venture partners constitutes compliance.
The BAC shall draw up the short list of consultants from those who have submitted LOIs and have been determined as eligible both in accordance with the provisions of Republic Act 9184 (R.A. 9184) and its Implementing Rules and Regulations Part A (IRR-A). The short list of prospective bidders shall consists of five (5) bidders:
