SPECIFICATIONS / TERMS OF REFERENCE / STATEMENT OF WORK

Introduction

UNICEF has been supporting Palestinian Authority initiatives to improve the existing water and sanitation situation. Such interventions include drilling wells in Gaza, rehabilitation of wells in West Bank, rehabilitation of water and sewerage networks and sewage pumping stations. As part of provision of the safe water in Gaza, UNICEF has completed the first phase of the Southern Gaza Seawater Desalination Plant (SGSDP), formally referred to as the Short Term Low Volume (STLV), with production capacity of 6, 000m3/day. Currently, UNICEF is in the process of implementing a second phase extension to the SGSDP to increase its production capacity by another 14, 000m3/day to serve over 250, 000 people in Khan Younis and Rafah.

The project includes the following major components;
Sea water intake,
Sea outfall to discharge the reject water/brine from the plant
Sea Water Reverse Osmosis (SWRO) desalination plant of 6, 000m3/day capacity, with the associated pre-treatment, pumps, membranes, chemical dosing system and all related electro- mechanical and civil works;
A large warehouse type process plant building to accommodate the plant and its equipment,
Upgrading the existing power supply system for the treated water.The design phase of the desalination project started in April 2017. The construction phase is scheduled to commence in the second quarter of 2018 and the plant is expected to be in operation within 24 months after the award of contracts.



UNICEF is currently in the process of prequalifying construction firms with a substantial presence and extensive experience within Gaza, for construction of the specialised contract packages based on the major components mentioned above. The contracting firms will be working under the direction of UNICEF team headed by an international team leader and supervised by a technical team consisting of senior members from Palestine Water Authority (PWA) and Coastal Municipalities Water Utility (CMWU), Gaza.

The proposed key construction activities will include, but not limited to:
Construction of sea water intake facilities and reject water/brine discharge facilities
Construction of buildings for housing plant and machinery;
Installation of the process plant equipment;
Construction/modification to water retaining structures, reservoirs, water tanks;
Construction/modifications to pumping stations;
Electrical, Mechanical and Process plant installations.
Renewable energy facilities



Qualifications:
Reputable corporate international / national organizations with 10 years of experience in some or all of the above activities.
Proven track record with strong engineering (technical) and management team; (documentary of proof to be provided);
Joint venture1 partnership with reputed international / national organisations with expertise in construction of sea water desalination plants.
Good track record on the construction of the above activities;
Good track record and experience in construction and contract management;
Strong interpersonal and communication skills for reporting and negotiating with relevant authorities;
The institutional contractors must provide UNICEF with: Certificate of Incorporation/ documentation as a registered company or institution;
Evidence of similar works and undertakings
Evidence of availability of qualified personnel
Evidence of ability to mobilize qualified personnel

Ability to mobilize international expertise to Gaza
