The purpose of this consultation is to retain a service provider with a view to upgrading the supervision facilities in a centralized, secure and highly available manner by exploiting the potential of the data and, on the other hand, to secure and optimize operationMatailly and Chevrier sites as well as migrate existing supervisions under a single scada. The procedure for the award of this market is a procedure with negotiation, the market comprising design services (R. 2124-3, 3 CCP). It is broken down into two distinct phases: A phase of applications at the end of which the candidates admitted to present an offer will be selected and a phase of tenders at the end of which the attribute will be chosen. In accordance with articles R. 2142-16 and R. 2142-17-2 of the public procurement code, the buyer will limit the number ofcandidates admitted to subject to at least three candidates and three candidates as much as possible, chosen according to their ranking rank at the end of the rating of applications, on the basis of the criteria for judgment of the applications appearing in these regulations, and subject to a sufficient numberof candidates.
