INVITATION TO BID FOR
SUPPLY AND DELIVERY OF THIRTEEN (13) GLOBAL POSITIONING SYSTEM (GPS) FOR PENRO-NGP ORIENTAL MINDORO-EARLY PROCUREMENT FY 2019
1. Based on DBM-Circular Letter No. 2018-8 which prescribes guidelines on the Conduct of Early Procurement for Fiscal Year 2019 National Expenditure Program (NEP), the DENR-PENRO will conduct Early Procurement, intends to apply the sum of Five Hundred Fifty Thousand Pesos (PhP 550, 000.00) based on work on Financial Plan for CY 2019 within NEP, payments under the contract for Supply and Delivery of Thirteen (13) Global Positioning System (GPS) for PENRO-NGP Oriental Mindoro-Early Procurement FY 2019. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The DENR PENRO Oriental Mindoro now invites interested bidder for Supply and Delivery of Thirteen (13) Global Positioning System (GPS) for PENRO-NGP Oriental Mindoro.

Delivery of the Goods is required within Fifteen (15) calendar days upon the receipt of Notice to Proceed. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.
Bidding is restricted to Filipino citizens/sole proprietorship, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
4. Interested bidders may obtain further information from DENR-PENRO Oriental Mindoro Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at the address given below during office hours from 8:00 a.m. to 5:00 p.m.
5. A complete set of Bidding Documents may be acquired by interested Bidders from November 16, 2018 to December 10, 2018 from the address below and upon payment of a fee amounting to One Thousand Pesos (PhP 1, 000.00) only.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The DENR PENRO Oriental Mindoro will hold a Pre-Bid Conference on November 26, 2018 2:00 PM at PENRO Briefing Room, Suqui, Calapan City which shall be open to prospective bidders.
7. Bids must be duly received by the BAC Secretariat at the address below on or before December 10, 2018, 10:00 AM at DENR-PENRO Oriental Mindoro, Suqui, Calapan City. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bid opening shall be on December 10, 2018, 2:00 PM at PENRO Briefing Room, Suqui, Calapan City. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.
8. The DENR PENRO Oriental Mindoro reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
9. Early Procurement activities inclusive of the following dates: a) pre-procurement conference on November 26, 2018, b) advertisement of the opportunity to bid from November 16, 2018 to November 25, 2018, c) opening of bids on December 10, 2018, d) bid evaluation on December 11, 2018, e) post qualification on December 12-14, 2018 and f) recommendation by the BAC to award the contract to the winning bidder on December 17, 2018. The Notice of award and Notice to proceed will be signed after the President signs into law the General Appropriation Act (GAA). This is in accordance with Section 7.6 of the revised 2016 Implementing Rules and Regulations (IRR) of RA 9184 and Section 19 of the General Provisions of the FY 2019 NEP.
