Notice is hereby given by the Metro Vancouver Regional District (“the Corporation”) of its intent to purchase twenty-four (24) Unattended Driver Terminals from Mettler-Toledo Inc. This contract will have a total value $672, 733.06 (exclusive of taxes).
The services are expected to include:
Driver Terminal Installation and Electrical Contracting
Terminals (24) including external enclosures
The Corporation did not call for competitive bids for the following reasons:
The Corporation went to the market for a new Solid Waste system and entered into a contract with Mettler-Toledo in 2020. Mettler-Toledo was the lead Proponent offering the highest ranked proposal. The Corporation has been using the Databridge software since 2024, following a significant implementation project. The system is now fully integrated and the Corporation is now starting to get real value from the system.Many of the Unattended Diver Terminals are no longer supported and replacement parts are unavailable.Unattended terminal boxes are self-service kiosks used by commercial customers at unmanned scales. These terminals are critical to maintain efficient operations at high-volume sites. The terminals provided by Mettler-Toledo are integrated with the Databridge Software. Mettler-Toledo has confirmed that the Databridge software is not compatible with other driver terminals. The new Unattended Driver Terminals function very similar to the current unattended terminals. Staff are trained to use the system and hardware. If new hardware were to be procured, this would require significant knowledge transfer.
We require a quick replacement of the Unattended Driver Terminals to ensure critical services are maintained.
