This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise an Invitation For Bids (IFB) on Project 506-26-201 Replace Bldg. 1W Roof at the Ann Arbor Veterans Administration Medical Center (VAMC) located in Ann Arbor, MI. An Invitation for Bid (IFB) is planned to be issued on or about January 6, 2026.

Contractor shall furnish all necessary labor, tools, miscellaneous materials, equipment, and supervision as specified in the drawings and specifications to complete the Replace Roofing B-1W, 506-26-201 at the Ann Arbor VA VAMC. Contractor shall replace approximately 7, 482 square feet of EPDM roofing on the identified 9th Floor and 10th Floor at the Ann Arbor VA Medical Center, Ann Arbor, Michigan.

Perform all work without disruption to Medical Center operations. Normal working hours: 8:00 a.m. - 4:30 p.m. Monday thru Friday (Excluding Federal Holidays). Authorization to work other than normal working hours will be requested in advance for evaluation and approval by the COR and Contracting.

The North American Industry Classification Code (NAICS) for this procurement is 238160, Roofing Contractors with a small business size standard of $19.0 million. Magnitude of cost for this project is between $500, 000.00 and $1, 000, 000.00. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date.

This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSBs registered in the SBA s VetCert database (https://veterans.certify.sba.gov/) at the time of proposal submission are eligible for consideration.
