Evaluation Criteria Factor #1 Technical Approach Each offeror shall submit a technical approach narrative which demonstrates how the offeror intends to accomplish the requirements as stated in the Statement of Work. Understanding Interpretation of scopeFeasibility - Access to material and industry standards, teaming partners/subcontractors. Completeness Contractor will provide all a narrative of their approach to repairing the loading dock door. Rating Scheme - The technical approach standard will receive one of the ratings defined below. These ratings will be used to determine an overall rating for the project approach factor. A rating of unacceptable for either standard will equate to an unacceptable rating for the project approach factor and the proposal will not be further evaluated.Adjectival Rating StandardsRatingDescriptionAcceptableProposal clearly meets the requirements of the solicitation.UnacceptableProposal does not clearly meet the minimum requirements of the solicitation. Evaluation Factor #2 - Past Performance Evaluation of past performance-(A) The contracting officer s knowledge of and previous experience with the supply or service being acquired;(B) Customer surveys, and past performance questionnaire replies;(C) The Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov; or(D) Any other reasonable basis.Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, unknown shall be considered neutral.
