Technology research center VTT Oy ("VTT") is leasing office and production facilities in the field of microelectronics in a building to be built in Otaniemi, Espoo ("Kvanttinova project", "project"). VTT is supposed to contract with the project's executor Lease and project agreement with Skanska CDF Oy ("project implementer") for the execution of office and production premises. It is a project whose development has already been started in the fall of 2023 and whose aim is to create microelectronics research and piloting ecosystem with multiple actors. And for these operators, e.g. clean room in total approx. 5000 m2. The ecosystem includes VTT and several private companies. The nature of the project from the point of view of procurement legislation has changed just before the project concluding a lease and project agreement. The project is subject to strict schedule requirements. The Kvanttinova project is connected to a significant EU Chips Act financial support, which requires that the new semiconductor and micromanufacturing processing equipment to be acquired must be in use in a clean room from the end of 2028. Construction work on the Kvanttinova project is scheduled to begin in the fall of 2026. The building permit has been granted at the beginning of June 2026. The planned arrangement consists of several different measures and several different types of contracts between different parties.
