TERM OF REFERENCE

FOR THE

RENTAL OF TRANSPORTATION SERVICES FOR THE DOE E-POWER MO: CONSUMERS AND STAKEHOLDERS CONFERENCE



The Department of Energy (DOE) together with the Philippine Information Agency (PIA), the information arm of the government, launched a new communication campaign for energy efficiency and conservation dubbed -œE-Power Mo: We have Energy Ability-.



The DOE has tapped the expertise of PIA, as its partner in the field, in advocating to consumers and investors the need to use energy efficiently and to augment energy sources. The PIA, through their regional offices, will conduct multi-sectoral and barangay fora nationwide.



In this regard, PIA-6 will conduct E-Power Mo: Consumer and Stakeholders Conference on August 14-16, 2018, in Iloilo City. With this, the office needs to rent Vans and Coasters prior, during and after the event to transport guests and staff from the airport to the event site and other places as needed.



The Philippine Information Agency Region 6 through its Bids and Awards Committee (BAC) now invites quotation under RFQ RO6-2018-07-032 for the Alternative Methods of Procurement, Small Value Procurement, Sec. 53.9, for the rental of vans and coasters needed for above stated conference with an Approved Budget for the Contract of One Hundred Eighty Five Thousand Pesos Only (P 185, 000.00).



PROJECT TITLE: RENTAL OF TRANSPORTATION SERVICES FOR THE DOE E-POWER MO: CONSUMERS AND STAKEHOLDERS CONFERENCE



SECTION II: OBJECTIVES



1. To be able to provide the transportation service needs of the event



SECTION III: APPROVED BUDGET FOR THE CONTRACT (ABC)



The Approved Budget for the Contract (ABC) for the Rental of Transportation Services for the event is One Hundred Eighty Five Thousand Pesos Only (P 185, 000.00)





SECTION IV: SCOPE OF WORK



1. The winning supplier (Transport Service) shall do the following:

a. Pre-event (August 12, 2018)

i. Provide 2 (Two) units of Vans for the advance party coming in from the DOE and also to be used for other transportation needs of the day

b. Pre-event (August 13, 2018)

i. Provide 12 (Twelve) units of Vans for arrival of guests at the Iloilo International Airport and other transportation needs of the day.

c. Plenary (August 14, 2018)

i. Provide 5 (Five) units of Vans for the transportation needs during the Conference

d. Government Energy Management Program Seminar (August 15, 2018)

i. Provide 12 (Twelve) units of Vans for the departure of some of Conference guests and other transportation needs of the day.

e. Energy 101 for Media (August 16, 2018)

i. Provide 3 (Three) units of Vans for the transportation needs of the event

f. Departure date (August 17, 2018)

i. Provide 3 (Three) units of Vans for the departure of the remaining guest of the event

g. Technical Requirement

i. All vehicles must be duly registered with the LTO

ii. All Drivers must have an updated Driver-s License

iii. All Drivers must always observe courtesy and serve with a smile

iv. Vans must be 15-seater vans

v. All vehicles must be at least 2016 year model make

vi. Van rentals are based on a 10 hours per day basis that already includes necessary fuels & drivers

vii. We understand that after the 10 hours there is additional cost per hour, so please stipulate it on the canvass paper.

viii. Other requirements will be discussed during awarding of the contract.





SECTION V: ELIGIBILITY REQUIREMENTS



Eligibility Criteria



The following persons/entities shall be allowed in this particular bidding:



a. Duly Licensed Filipino citizen/sole proprietorship;

b. Partnerships duly organized under the laws of the Philippines and of which at least sixty percent (60%) of the interest belongs to citizens of the Philippines; or

c. Corporations duly organized under the laws of the Philippines and of which at least sixty percent (60%) of the outstanding capital stock belongs to citizens of the Philippines;

d. Cooperatives duly organized under the laws of the Philippines; or

e. Persons/entities forming themselves into a joint venture, i.e., a group of two (2) or more persons/entities that intended to be jointly and severally responsible or liable for a particular contract: Provided, however, that Filipino ownership or interest shall be at least sixty present (60%). For this purpose4, Filipino ownership or interest shall be based on the contribution of each of the members of the joint venture as specified in their JVA.



Eligibility Documents



Legal Documents



i. Registration certificate from the Securities and Exchange Commission (SEC), Department of Trade and Industry (DTI) for sole proprietorship, or Cooperative Development Authority (CDA) for cooperatives, or any proof of such registration.

ii. Mayor-s permit issued by the city or municipality where the principal place of business of the prospective bidder is located.

iii. PhilGEPS Registration Number;





SECTION VI: LIQUIDATED DAMAGES



When the supplier fails to satisfactorily deliver goods under the contract within the specified delivery schedule, inclusive of duly granted time extensions, if any, the supplier shall be liable for damages for the delay at an amount equal to one-tenth (1/10) of one percent (1%) of the cost of the delayed goods/services scheduled for delivery for every day of delay until such goods are finally delivered and accepted by the procuring entity concerned. Such amount shall be deducted from any money due or which may become due to the supplier.



SECTION VII: SCHEDULE OF PAYMENTS



The total cost for the whole event shall be fully paid on the day of program and subject to all applicable taxes.





SECTION VIII: PAYMENT TERMS AND CONDITIONS



i. The Bidder may submit a request for payment thru an invoice/billing statement describing, as appropriate, the Goods delivered and/or Services performed, and by submission of other required documents and obligations stipulated in this Terms of Reference. Such request for payment shall be verified and certified by PIA-6 Administrative Section.

ii. Payments shall be made only upon the goods and/or services have been rendered or delivered in accordance with the terms of this Terms of Reference.

iii. Payments shall be made based on the amounts certified by PIA-6. No payment of interest for delayed payments and adjustments shall be made by PIA-6.



Sealed Bids must be delivered to the address below on or before July 23, 2018, 9:00 a.m. at Philippine Information Agency 6, 2nd floor RC Building, Rizal Street, Iloilo City, 5000.



The Philippine Information Agency 6 reserves the right to accept or reject any bid, to annul the bidding process and to reject all bids at any time prior to contract award without thereby incurring any liability to the affected bidder or bidders.
