Tender Details

The United States Postal Service (USPS) plans to issue a Firm Fixed Price Contract for the HVAC and Controls Upgrades at the Reno P&DC located at 2000 Vassar St in Reno NV 89510-9991. All work will be done in accordance with USPS approved specifications and drawings. The construction performance time for this project is 210 calendar days from Notice to Proceed.
PROPOSAL: Contractors will be required to submit a Qualification Statement/Package (Attachment 25), a Management/Technical Plan (Attachment 12) and their Price Proposal.
To be considered, a company must meet the following minimum requirements as shown in the Qualification Statement/Package (Attachment 25): Background, Eligibility, Certification and Affirmation, Bonding Information, Financial Capability, and Safety.
Pre-qualified contractors will be placed on a list for inclusion in future solicitations in this area with similar scopes of work. There is no guarantee that a specific number of solicitations will be issued to these pre-qualified contractors.
The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price in order to achieve a small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price.
Scope of Work:
A. The Contractor must provide all material, labor, tools, supplies, equipment, transportation, superintendence, temporary construction of every nature, and all other services and facilities necessary to complete the work under this contract, including all incidental work described in the contract documents.
B. The HVAC System Upgrade scope of work includes, but is not limited to the following:
1. Remove existing ACU-1 thru ACU-8 and install new like-kind units. Remove existing RF-1 thru RF-4 and install new like-kind units. Remove existing AHU-5 thru AHU-7 and install new like-kind units.
2. Damage to the roof due to equipment demolition and installation shall be temporarily repaired by the contractor to prevent leaks until the new roof replacement is completed. See roof plan sheet M10.2.
3. Remove roof deck over the south mezzanine to allow placement of new ACU-7 and ACU-8. Install water tight welded capped 24"(H) roof curb over removed deck area for future access. Coordinate with roofing contractor.
4. Additional supply ductwork distribution, duct modifications, and ceiling removal necessary from new ACU-7 in the southwest workroom.
5. Coil piping connections, air vents and condensate drains on all new air handling equipment. Provide temporary bypass valves in the Penthouse and Mezzanine to maintain minimum flow in the chilled water system during construction.
6. Electric steam generated humidifiers with ductwork mounted steam absorption manifolds, airflow proving switches, high limit sensors and piping for ACU-5, 6, 7, 8 and AC-1, 2, 3 in main workrooms and workroom expansion area. ACU-5, 6 humidifier tube dispersion sections shall be factory mounted. Provide space humidity sensors, control wiring and humidifier integration and graphics to existing Johnson Building Automation System (BAS)
7. 480v electrical distribution, equipment disconnects and electrical panels.
8. DX split system with remote roof mounted condensing unit (CRAC-1, ACC-1) for NDSS/ALPHA computer room area including refrigerant piping, specialties and humidifier. The existing dual duct terminal unit system and grilles, registers, diffusers, thermostat shall remain as a backup.
9. Johnson Controls updated software. Correct current system communication problems including replacement of all faulty controllers, reconfigure existing Modbus integrator for the existing Clever Brooks boiler controller. Correct existing Carrier chiller BACnet integration problems, and modify current programming sequences of operation and graphics.
10. Control valves, dampers and damper actuators for all new air handling equipment systems.
11. Provide new low limit, mixed air, return air, supply air, supply duct static pressure, and filter differential pressure sensors for all the new air handing equipment. Install in current locations.
12. Two (2) outside air temperature and humidity sensors installed on the north side of building.
13. Zone temperature sensors and humidity sensors for ACU-5, 6, 7, 8 four (4) temperature sensors, one (1) humidity sensor per system and programming mounted 78"A.F.F. to bottom of sensors. One humidity sensor per system for AC-1, 2, 3 and programming mounted 78"A.F.F to bottom of sensors. Existing temperature sensors for AC-1, 2, 3 are to remain.
14. Add new control panels for ACU-1, 3, 4. Install beside existing control panels. Existing controllers that are piggybacked shall be relocated, wired, labeled, and reinstalled in the new control panels. Extend 120V power from the existing control panels to the new control panels.
15. Reuse existing variable frequency drives installed in the 2009 upgrade for the new air handling equipment. All new air handling equipment will have premium motors factory installed.
16. Existing premium motors installed in the 2009 upgrade will be retained by USPS personnel.
17. Complete air and water side test and balancing for new air handling systems including dual duct terminal units located in the office areas. The dual duct terminal units shall be air balanced per the air balance schedule using the velocity K-factor provided by the Titus box manufacturer. The existing grilles, registers, diffusers in the office areas only shall remain as is and not be air balanced.
18. Clean interior of all existing supply, return, outside air ductwork and plenums associated with ACU-1 thru ACU-8 and AHU-5 thru AHU-7.
19. Patch all existing openings in supply, return, outside air ductwork as required to provide air tight systems in the penthouse and mezzanine. Match existing ductwork material.
