CINOR wishes to acquire a public procurement management software solution, provided as an online service (SaaS), in order to support and secure the entire life cycle of public procurement. The project aims to provide the community with a centralized business tool allowing: • to facilitate the expression of needs and the preparation of procedures, • to ensure the dematerialized management of consultation files, • to structure validation and monitoring circuits, • to secure legally the procedures, • to enable the monitoring of contract execution, • and to have management and analysis indicators. The solution must be accessible to all the services concerned, promote collaborative work and adapt to the existing organization of CINOR. It must also guarantee regulatory compliance, continuity of service and ease of use, while being part of a global approach to modernization and optimization of public procurement. These Services include implementation as well as user training necessary for proper operation.
