Only one offer has been submitted and the amount exceeds the maximum amount for the duration of the framework agreement. The framework agreement was declared without further action for irregularity of the single offer by decision dated March 9, 2026. This consultation concerns the relaunch for the installation of posters on the 2m² network of the Department of Haute-Vienne. The procurement procedure used is open adapted procedure. It is subject to the provisions of articles L. 2123-1 and R. 2123-1 1° of the Public Procurement Code. The framework agreement with minimum and maximum is concluded in application of articles L2125-1 1°, R. 2162-1 to R. 2162-6, R. 2162-13 and R. 2162-14 of the Public Procurement Code. It will result in the issuance of purchase orders. The minimum amount is 40, 000 euros excluding tax and the maximum amount is 140, 000 euros excluding tax for the duration of the framework agreement. The framework agreement is concluded for a period of 3 years firm from its date of notification. The delivery times for the services are set for each purchase order in accordance with the stipulations in the documents of the framework agreement.
