INVITATION TO BID
The DPWH Isabela City District Engineering Office, through its Bids and Awards Committee (BAC), invites contractors to submit bids for the following Contract:

Contract Name: Rehabilitation/Retrofitting of Kumalarang Bridge (B00014BL), Isabela City, Basilan Province

Brief Description: Retrofitting/ Strengthening of Bridge
Approved Budget for the Contract (ABC): PhP 24, 500, 000.00
Source of Funds: FY 2019 GAA
Contract Duration: 122 Calendar Days
Cost of Bidding Documents: P 25, 000.00
To be eligible to bid for these Contracts, contractors must meet the following major requirements: (a) Filipino Citizen or 75% Filipino-owned partnership/corporation with PCAB license for Size Range Small B, (b) completion of a similar contract costing at least 50% of the ABC, and (c) Net Financial Contracting Capacity (NFCC) at least equal to the ABC.
The DPWH will use non-discretionary "pass/fail" criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award.
The schedule of key procurement activities for this contract is shown below:
1. Issuance/Downloading of Bidding Documents on October 26, 2018 to November 15, 2018
2. Pre-Bid Conference on November 5, 2018
3. Receipt by the BAC of Bids on Deadline: November 15, 2018 until 10:00am
4. Opening of Bids on November 15, 2018 at 10:10am
Bidders shall pay the BAC a non-refundable fee as stated above for the Bidding Documents, upon securing hard copies of the Documents. Bidders that download the Documents from the DPWH/Philgeps website shall pay the fee upon submission of their bids.
The DPWH, Isabela City District Engineering Office reserves the right to accept or reject any bid and to annul the bidding process any time before the Contract award, without incurring any liability to the affected bidders, in accordance with the provisions of Section 41 of RA 9184 and its IRR.
