Tenders are invited for Rehabilitation and Expansion of Water Supply System and Public Sanitation Works in Lamam, Sekong Province.
1. The Lao People-s Democratic Republic has received financing from the Asian Development Bank toward the cost of the Water Supply and Sanitation Sector Project, and intends to apply part of the proceeds toward payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Ministry of Public Works and Transport through its Department of Water Supply now invites sealed bids from eligible bidders for the undertaking of water supply and public sanitation works in Lamam, which includes (i) construction of a new river intake with capacity 5, 400 m3 /day and rehabilitation of existing weir intake from 2, 000 to 7, 400 m3 /day, (ii) supply and laying 2, 800m raw water transmission pipe; (iii) a new complete water treatment plant of capacity 5, 400 m3 /day, construction of 1, 850 m3 ground storage tank, a modification of existing pre-sedimentation structure, and detention pond; (iv) supply and laying of 51km new distribution mains, 74km new rider mains, and 540 household connections; (v) construction of a sub-distribution system comprising a pumping well 40 m3 and an elevated reservoir 360 m3 including a booster pumping station; (vi) replacement of existing backwashing pumps; (vii) Build a main PNP office; (viii) construction of drainage and access road to WTP; and (ix) new construction of 20 public toilets.
3. International Competitive Bidding (ICB) will be conducted in accordance with ADB-s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications should participate in this bidding:
• (i) Participation in at least one (1) contract that has been successfully or substantially completed within the last seven (7) years and that is similar to the proposed works, and relevant experience includes works relating to irrigation and hydropower projects, such as the construction of intake structures, installation of electro-mechanical equipment, pipe laying and construction of other relevant civil works, such as water tight structures etc., where the value of the Bidder-s participation exceeds US$ 3.9 Million. The
similarity of the Bidder-s participation shall be based on the physical size, nature of
works, complexity, methods, technology or other characteristics as described in Section
6, Employer-s Requirements. (ii) Construction and commissioning of water treatment
plant and water distribution systems with a minimum capacity of 2, 000m3/day over the
past seven (7) years.
• Access to liquid assets, unencumbered real assets, lines of credit, and other financial
means (independent of any contractual advance payment) sufficient to meet the
construction cash flow requirements at US$ 410, 000 for the contract net of the Bidder's
other commitments. The figures used should be derived from audited balance sheets
years and income statements or other financial statements for the last 3 (three) years,
which shall form a part of the Bid.
• The minimum average annual construction turnover within the last three years should be
not less than US$ 2.50 million.
• All pending litigation shall be treated as resolved against the Bidder and so shall in total
not represent more than 100 percent of the Bidder-s worth.
• Interested bidders must be able to provide the personnel specified in the Bidding
Documents.
The qualification criteria are more completely described in Section 3 of the Bidding
Document.

Documents during office hours (09:00 to 17:00 hours local time) at the address in Vientiane

6. A complete set of Bidding Documents in English may be purchased by interested eligible
Bidders upon the submission of a written application to the address below and upon
payment of a nonrefundable fee of US$ 150. The method of payment will be cash or bank
transfer. The document may also be sent by courier upon payment of US$ 400.
