Position Summary

In support of the anticipated USAID-funded Strengthening Rehab Services and Health Systems project, UCP Wheels for Humanity (UCPW) seeks a consultant well versed in hospital systems to support the development of clinical guidelines and standards of care for rehabilitation services at select health facilities in Ukraine and help integrate a global perspective on rehabilitation integration and systems reform into project learning and monitoring and evaluation (M&E). Working within each hospital-s existing structures, the consultant will help institutionalize and codify rehab services through the development of operational guidelines and tools, including evidence-based clinical protocols to systematize coordination, communication, and information-sharing at each facility. Following a multidisciplinary-team approach to ensure continuity of care for patients with neuro-rehab needs, the consultant will develop an internal protocol for service delivery that is informed by rehabilitation best practices “to provide services which are not disjointed for the user and which the user can easily navigate”.[1] He/she will also provide input into the project-s M&E framework and will contribute to the development of white papers and case studies to share insights and policy implications with national, regional, and global stakeholders. The consultant, who may be based remotely, will be expected to travel to Ukraine and Tajikistan as needed to work with local staff and partners on these activities. At least 12 months of support will be required, with a minimum of 8-16 hours a week of level of effort depending on candidate experience.

About the Strengthening Rehab Services and Health Systems Project

With funding from the U.S. Agency for International Development (USAID) and support from the World Confederation for Physical Therapy (WCPT), Ukrainian Association of Physical Therapy (UAPT), National Association of People with Disabilities (NAPD), and the Republican Medical College of Tajikistan (RMC), UCPW anticipates implementing the Strengthening Rehab Services and Health Systems (SRSHS) project. The project works to strengthen rehab service delivery systems in Ukraine and Tajikistan by contributing to the development of policy and regulatory frameworks that are rooted in practical, local hospital-tested experiences; supporting physical therapy professionalization; and raising awareness of the importance of rehab services for quality of life, particularly for those affected by conflict. Ultimately, the SRSHS project will strengthen the skills of rehab providers in the two countries, reach persons with disabilities (PWDs) and medical professionals with awareness-raising activities, and increase access to rehab services for PWDs.

Expected Duties and Responsibilities

Under the direction of UCPW-s Director of Programs and the in-country Technical Director, the consultant will be responsible for performing the following primary tasks:

· Conduct desk research on Ukrainian rehabilitation policies and practices, as well as relevant programmatic documents, including reports on each facilities- needs and critical gaps in service delivery processes as relevant

· Review and finalize existing guidelines and protocols under development, refining terminology and revising content in line with WHO standards

· Develop and support the implementation of new guidelines, operating procedures, and tools in coordination with the health facilities. Topics to include patient-centered care, rehabilitation service delivery processes, assistive technology provision, human resources, and data collection and reporting.

· Present recommended guidelines at each facility and co-develop a work plan with facility staff to operationalize the guidelines.

· Prepare a standardized toolkit providing an overview of all of the guidelines developed

· Work closely with the project-s M&E staff to inform the development of the M&E framework

· Lead the development of white papers, case studies, reports, and presentations based on qualitative and quantitative analysis in close partnership with the technical team

· Provide strategic high-level feedback and analysis on project learning and communicate with national and international stakeholders as required

· Create final report with lessons learned and recommended next steps for resource/guideline implementation and stakeholder engagement.

Qualifications

· Advanced degree in health policy, global health, global studies with a focus on health systems, international development with a focus on health systems, or other related fields.

· Demonstrated technical expertise in assistive technology and national health systems for rehabilitation services; knowledge of Ukrainian and Tajik health systems highly preferred

· Experience conducting organizational needs assessments, preferably in a clinical setting

· Experience conducting quantitative and qualitative analysis to inform policy recommendations

· Experience developing and disseminating research reports, white papers, case studies, etc.

· Experience in organizational change management advantageous;

· Excellent writing and communication skills in English, knowledge of Ukrainian or Russian highly preferred

· Strong time management and prioritization skills; ability to set clear goals and manage progress toward them independently

· Good interpersonal skills and the ability to communicate and work well with people of diverse backgrounds Willingness to travel internationally to Ukraine and Tajikistan as required
