The consultant will be a firm.
Assignment Description
The World Bank Group (WBG) seeks to hire a firm to collect and update all the required data and information for the RISE index to be updated as of December 31, 2019. It is expected that the firm will have a presence in or have ready access to the capital city in the country for which they are selected; international or inter-city travel costs are not expected to be covered as part of this assignment. The original data and information finalized as of December 31, 2017 for each country will be provided to the firm in an excel document (see Annex). The firm will be required to update the information to be accurate as of December 31, 2019 for the energy access, energy efficiency, and renewable energy pillars. The attached Optional TOR provides the questionnaire that will be used for data collection for each pillar. Each consultant will have access to this data in Microsoft Excel format in order to make updates to the original results and provide new answers wherever necessary. Submissions should be NO LONGER THAN 10 PAGES INCLUDING ANNEXES. Any content beyond the 10 page limit will not be included for consideration.
Qualification Criteria
· 1. Provide information showing that they are qualified in the field of the assignment.
· 2. Provide information on the technical and managerial capabilities of the firm.
· 3. Provide information on the specific countries that the firm can cover (if it cannot cover all countries in the list)
· 4. Provide information on the qualifications of key staff for each country.

Shortlisted consultants will be invited to respond to a Request for Proposal. Contract awards will be made in accordance with the World Bank Group Procurement Policies and Procedures.
