Reconstruction of the high-performance district heating network with pre-insulated pipes 2xDn400 (2xDz406.4/630 mm) at ul. Saint Saint Cyril and Methodius in Szczecin - Stage II 2.1. The procedure is conducted as an open tender pursuant to Art. 129 paragraph 1 point 1) in connection with joke. 129 section 2 and art. 132-139 of the Act of September 11, 2019, Public Procurement Law (consolidated text: Journal of Laws of 2026, item 793, as amended - "PZP"). 2.2. The procedure is conducted in accordance with the rules applicable to orders classic ones with a value equal to or exceeding the EU thresholds. 2.3. The proceedings are conducted in accordance with the rules provided for the so-called "reverse procedure" referred to in Art. 139 section 1, 3-4 PZP. Application to the cited provisions of the Ordering Party will first examine and evaluate the offers, and then subjectively qualify the contractor whose offer was rated the highest in terms of the lack of grounds for exclusion and compliance with the conditions for participation in the procedure. 2.4. The Ordering Party does not provide for a choice the most advantageous offer using an electronic auction. 2.5. The Ordering Party does not allow the submission of variant offers and does not envisage concluding a framework agreement. 2.6. The Ordering Party does not specify the requirements for the employment of persons referred to in Art. 96 paragraph 2 point 2 of the Public Procurement Law. 2.7.
