Country: Papua New Guinea Description of the Assignment: The National Specialist will provide National level support for the International Environmental and Social Safeguards Specialist to conduct the necessary assessments in PNG to identify potential environmental and social risks, and ways to avoid negative environmental and social impacts where possible, and where risk avoidance is not possible, to identify appropriate mitigation and management measures, in line with the UNDP Social and Environmental Standards. The Specialist will also support the preparation of the Social and Environmental Screening Procedure (SESP) Report, the ESMF, IPPF and any other SES instruments required. The Specialist will play a lead role in community engagements applying Free prior and Informed Consent and in documenting the outcomes of this process.Reporting of Duties:The following lists key responsibilities and deliverables of this contract and the PPG Initiation Plan prepared for the project provides further and more detailed guidance regarding the responsibilities of the prospective International Environmental and Social Safeguards Specialist and the entire team and must be consulted accordingly.Preparatory Technical Studies and Reviews (Component A): § Support the International Environmental and Social Safeguards Specialist to coordinate, facilitate and document initial FPIC consultations with Indigenous peoples communities, and support development of the project's IPPF.§ Support preparation of inputs and the required analyses/studies, as agreed with the International Environmental and Social Safeguards Specialist, including:§ Upon initiating consultancy, conduct early risk screening for the project and orientate the PPG team on safeguards.§ Contribute to preparation of the SESP Report once additional information has been determined from PPG studies and project formulation.§ Support the development of an Environmental and Social Management Framework (ESMF) in coordination with International Safeguards Specialist, PPG leader and UNDP respective teams or stand-alone management.§ Support targeted assessments for all UNDP SES standards others as applicable.§ Support the preparation of a comprehensive stakeholder engagement plan as per UNDP standards.§ Support the Indigenous Peoples and Gender action plans and budget and carry out initial FPIC consultations. § Provide support on the Risk register.Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): § Support preparation inputs and support the development of final PPG deliverables, as agreed with the International Environmental and Social Safeguards Specialist. Validation Workshop (Component C): § Contribute to the validation workshop; and§ Support all necessary revisions that arise during the workshop, as appropriate. Expected Outputs and Deliverables:1. Inception workplan report. (Deliverable 1).2. Stakeholder consultations and records of consultations. (Deliverable 2).3. Contributions to updated SESP screening report. (Deliverable 3).4. Necessary inputs to the Environmental and Social Management Framework outlining the measures that will be required during the Project Inception Phase, namely completion of an Environmental Social Impact Assessment (ESIA), an Environmental and Social Management Plan (ESMP), and any standalone plans as required including budgets. (Deliverable 4).5. Carry out and document initial FPIC consultations and make inputs to development of the project's Indigenous Peoples Planning Framework (IPPF). (Deliverable 5).Inputs to Project risk register. (Deliverable 6). 6. Post submission support. (Deliverable 7).
