Country: Papua New Guinea Description of the Assignment: The National Coordinator/PPG Support Consultant will support the GEF PPG Team Leader to with the coordination of the Local GEF PPG Team with the preparation of a detailed methodology and work plan and identifying ProDoc and Annex revisions and improvements required for the final ProDoc/CEO Endorsement Package. This will include identifying and engaging with relevant stakeholders at national and sub-national levels, and provide logistic support for organizing workshop, meetings, as well as support data and information collection.Reporting of Duties:The list below outlines key responsibilities of this contract. The PPG Initiation Plan for this project provides further and more detailed guidance regarding the responsibilities of the prospective PPG team and must be consulted accordingly:Technical Inputs towards completing the Prodoc: Assist in the formulation of the ProDoc, CEO Endorsement Request, and Mandatory and Project Specific Annexes with inputs from the National consultants, as detailed in their respective TORs, and with technical advice, support, and quality assurance provided by the International: PPG Team Leader, revise and improve the draft ProDoc and Annexes to support the development, presentation and articulation of the projects theory of change. Work to ensure that project development is participatory, gender-responsive, and based on extensive stakeholder engagements. Verify and ensure that all project components are technically sound and cost-effective. Assist in the preparatory technical studies and reviews: With inputs from the other national consultants, as detailed in their respective TORs, and under the overall technical guidanceand support from the International PPG Team Leader. Support the International PPG Team Leader on any changes/updates to the baseline and national project context, and the identification of needed revisions and improvements to meet UNDP-GEF requirements. Work with and supervise the local consultants to facilitate the stakeholder analysis and consultations and ensure that they are complete and comprehensive. Work with and supervise the local consultants on the identification of the project sites, with documentation of selection criteria and making sure that geo-reference and maps are clearly presented both for targeted protected areas and broader landscapes, as applicable. Support the development of a detailed Monitoring and Evaluation Plan and Budget. Provide support to the preparation of a Stakeholder Engagement Plan. Support the preparation of the required GEF tracking tool(s) and Core Indicators Worksheet. Secure and present agreements on project management arrangements. Secure all co-financing letters. Ensure the completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs. Ensure the completion of the required official endorsement and co-financing letters. Synthesize all analyses, studies, etc., that are prepared under Components A and B to produce the draft UNDP-GEF ProDoc, GEF CEO Endorsement, and all mandatory documentation as required for submission.
