Synopsis/Solicitation N0017820Q6605 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is NOT eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis, a quantity of 6858.51 lbs. of Viscord 1650-denier high tenacity rayon yarn, 5500 lbs. of woven carbon fabric, and 5500 lbs. of scoured carbon fabric to be provided by SGL Carbon LLC. See attached Statement of Work in Section C. SGL Carbon, LLC is located in Charlotte, North Carolina. The acquisition of the yarn, the weaving of the yarn into fabric, and the scouring of the yarn to remove the yarn lubricants needed for the weaving process is required. The final product will be a rayon cloth for development into carbon cloth. SGL Carbon is the only manufacturer able to perform the required work for the Navy. This proprietary process limits the amount of other vendors that can quickly, cheaply, and correctly clean future materials so if a future solution requires cleaning, SGL Carbon will be the only company capable of providing it without an enormous development and test effort. Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12.
