Description
DESCRIPTION: The proposed project is a design/bid/build project for the construction of a new microgrid system capable of islanding the Ramey Army Reserve Center (ARC) electrical distribution system starting at the automated distribution switch, the point of common coupling with Puerto Rico Electric Power Authority (PREPA). The microgrid system will incorporate: a new 460kW non-tracking new carport structure, Photovoltaic (PV) solar array, a 275kW tier 4 compliant peak shaving diesel generator, a 660kwh/105kW Battery Energy Storage System (BESS), and a 4, 000 gallon fuel tank. The microgrid system will include a master microgrid controller, switchgear, synchronization control, and automated distribution switch controlling the PREPA grid connection of Ramey. The system installation includes: solar panels, an energy storage unit, inverters, distribution lines, transformers, controls and communication, AC/DC wiring with conduit, and security measures.
Contract duration is estimated at 610 calendar days.
CONSTRUCTION MAGNITUDE: The Estimated Price Range is more than $10, 000, 000, in accordance with FAR 36.204.
SELECTION PROCESS: This is best value trade off procurement.
DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
NAICS: The North American Industrial Classification System Code (NAICS) for this effort is 237130- Power and Communication Line and Related Structures Construction. Size Limitation is $45M.
TYPE OF SET-ASIDE: This is a Full and Open procurement. The resulting award will be for one (1) Firm-Fixed-Price (FFP) contract.
