Brief Description of the Project:

The government of Uzbekistan has requested the Asian Development Bank (ADB) and Asian Infrastructure Investment Bank (AIIB) to co-finance the electrification and modernization of the 465 kilometers railway line between Bukhara-Miskin-Urgench-Khiva and develop it into a tourismled economic corridor. The proposed project will involve (i) construction of 8 traction substations, (ii) construction of 8 section posts, (iii) supply and installation of catenary systems, (iv) supply and installation of signaling, telecoms, and supervisory control and data acquisition systems, (v) construction of external power supply, and (vi) purchase of machinery and equipment for maintenance, depot upgrades and permanent way. It will also support measures to attract tourism traffic to Western Uzbekistan. The outcome will be improved railway services for freight and passengers in Western Uzbekistan. The project will be aligned with the following impact: sustainable regional trade and economic activity promoted along Central Asia Regional Economic Cooperation Corridor 2.

Brief Description of Works, Goods and Consulting Services to be Procured:

The procurement of plant (design, supply and installation) of traction substations, external power supply, signaling and telecoms, and supervisory control and data acquisition (SCADA) system; procurement of materials for overhead catenary system, and purchase of maintenance equipment will be carried out in accordance with ADB Procurement Policy and the Procurement Regulations (2017, as amended from time to time) and their associated staff instructions. Advance contracting will be considered and used to expedite the project implementation. ADB approval of advance contracting will not commit ADB to subsequently approve the project or to finance the procurement costs. Open competitive bidding will be conducted following Single-Stage One-Envelope bidding procedure through post qualification. The contract packages will be procured through universal procurement, i.e., no nationality restrictions will apply, other than any restrictions arising from ITB 4.8 of ADB-s standard bidding documents for large works or for goods. 1 The invitation for bids (IFB) will be posted on the ADB website, AIIB website and the website of the O-zbekiston Temir Yo-llari, Republic of Uzbekistan. Also, the IFB in English and Russian will be published in a newspaper widely circulated in Uzbekistan.

A consulting services contract will be recruited using the quality- and cost-based selection method in accordance with ADB Procurement Policy 2017 (“Policy”) and the Procurement Regulations for ADB Borrowers 2017 (“Procurement Regulations”).

It is expected that the open competitive bidding for these contracts will commence in the first quarter of 2020.
