Objective and Purpose of the Assignment
ADB approved the knowledge and support technical assistance (TA) to strengthen the governance and institutional capacity of the Municipality of Ulaanbaatar (MUB) to enable effective investment in quality infrastructure and other assets that are green, sustainable, resilient, and inclusive. The TA will (i) improve the policy and regulatory framework; (ii) strengthen the transparency and accessibility of related civil services through the application of digital technologies; and (iii)
build institutional capacity in capital investment planning (CIP), project implementation, and municipal asset management.
The TA is aligned with the following impact: a comfortable, environmentally friendly, people-centered, and smart city of Ulaanbaatar developed. The TA will have the following outcome: MUB governance for quality infrastructure investment strengthened. The TA will deliver three outputs to strengthen the MUB-s governance and institutional capacity across all stages of infrastructure development, including upstream planning, midstream implementation, and downstream asset management.Output 1: Capital investment planning systems and capacity strengthenedOutput 2: Knowledge and tools in investment project implementation improvedOutput 3: Municipal asset management system developed
