ASSIGNMENT DESCRIPTION
The World Bank is planning to implement a qualitative study in Afghanistan to capture the voices of ordinary citizens during the COVID pandemic. The firm contracted for this study will be responsible for implementing 30-minute open-ended interviews over the phone with 300 respondents. The interviews will be conducted in Dari or Pashto, recorded verbatim, transcribed in Dari or Pashto, and translated into English. The 300 respondents chosen for the qualitative interviews will be a randomly selected subset of those interviewed in a World Bank survey implemented in 2020.
The qualitative interviews will be in two modules including open ended questions and structured questions, followed by probes. Each module will take a maximum of 15 minutes to complete. All structured questions will have to delivered in standard quantitative formats.

TERMS OF REFERENCE
Afghanistan Qualitative Survey
1. OVERVIEW:
The World Bank initiated a high-frequency phone monitoring survey (SAR HFPM) to track the evolving economic implications of the Coronavirus (COVID-19) pandemic on individual respondents across the South Asia Region (SAR) in 2020. The first round of the surveys used random digit dialing (generating phone numbers at random) and Computer Assisted Telephone Interviews, collecting information on welfare impacts across three broad channels: (i) the income/employment channel, which includes both labor and non-labor income, (ii) the availability of basic needs and prices channel, and (iii) health consequences and ability to access healthcare.
Most countries in the South Asia region started significantly experiencing impacts of the Coronavirus (COVID-19) pandemic in March, with government lockdowns being enacted soon after. Despite economies having reopened gradually since then, projections suggest that the lockdowns are expected to have longstanding and sustained impacts on this fiscal year-s economic growth and increase in poverty, subsequently resulting in strains on individual household welfare, particularly for those with pre-existing vulnerabilities.
In Afghanistan, the first round of data collection started in August, 2020 and closed in November, 2020, approximately 4 months after the official government full-lockdowns had been lifted. In total, 5, 057 individuals were surveyed on individual-level labor market indicators and household basic needs, access to health, migration and basic demographics. The second round aims to recontact the same individuals and/or households for a follow-up assessment of the situation approximately 1 year since the lockdowns.
For the second round, in addition to the quantitative survey follow-up, a qualitative study will also be administered with the aim to capture the voices of ordinary citizens during the COVID pandemic. It will supplement the SAR COVID-19 quantitative surveys by conducting 30-minute open-ended interviews with a subset of 300 of the 5, 057 respondents interviewed in the quantitative survey. The 300 respondents chosen for the qualitative interviews will be a randomly selected subset of those interviewed in the quantitative COVID-19 survey.
The qualitative interviews will be in two modules -
(1) broad open-ended questions on well-being, starting with a structured question on subjective well-being, followed by broad open-ended probes to elicit respondent views on why they answered the structured question in the manner that they did, followed by probes on particular aspects of issues that they raise, in particular if those issues relate to the impact of COVID on their lives.
(2) questions related to aspirations, risk, and inequality - also with structured questions followed by open-ended probes.
Each module will take a maximum of 30 minutes to complete. All structured questions will have to delivered in standard quantitative formats.
The open-ended responses will have to be recorded verbatim, transcribed into the local language, and then translated into English. All recordings, and transcriptions and translations will have to be delivered to the World Bank with identifying information for each respondent in accordance with the guidelines specified in following sections. Once the transcripts are translated, the firm will be expected to code the transcripts using a qualitative data software. The coding tree will be developed by the World Bank staff. The coded output will be delivered to the World Bank in Excel format.
2. DUTIES AND RESPONSIBILITIES
The firm will work in close collaboration with the World Bank-s Poverty and Equity Global Practice, hereon referred to as the World Bank team, associated with this project in the design, development and monitoring of all phases of executing this follow up round. Specifically, the firm will be responsible for the following tasks:
• Staffing: The consultant firm will need to provide the Bank with a staffing proposal that includes the recruitment of a dedicated project manager, five interviewers, and ten transcribers/translators fluent in both Dari, Pashto and English with relevant experience in conducting qualitative surveys.
• Equipment, logistics and field planning: Providing office space (when required), tablets and other computer equipment for survey management and data entry, arranging for transportation and equipment related to any field activities required during the project, creating, and updating the World Bank team of all field plans and activities regularly.
• Survey instrument management: The consultant firm will be required to translate all provided survey instruments, keep track of changes to the instrument and provide additional feedback on the instrument based on communication with the field team and survey administration concerns that come up data collection.
• CAPI software management: The consultant firm will be accountable for managing the survey software application once the coded survey is handed over, incorporate translations into the survey and support the World Bank team in monitoring survey data quality through the application.
• Training: Preparation of training materials in close collaboration with the World Bank team and ensuring training venue and logistics required for the survey training and phone survey execution.
• Qualitative interviews:
The consultant firm will be responsible for providing a plan for and timely delivery of:
i. Verbatim transcriptions of the collected recordings in Dari or Pashto: the technical proposal must outline
