UNICEF places a high priority on the availability of recent and reliable information for monitoring the situation of children, young people and families, for developing evidence-based policies and programmes, as well as for assessing countries- progress toward national goals and global commitments, including the Millennium Development Goals (MDGs).
UNICEF assists countries in collecting and analysing data in order to fill data gaps for monitoring the situation of children and women through its international household survey programme, the Multiple Indicator Cluster Surveys (MICS). MICS enables countries to produce statistically sound and internationally comparable estimates of a range of indicators in the areas of health, nutrition, education, child protection, water and sanitation and HIV and AIDS. For many countries, MICS surveys are among the most important sources of data used for situation analyses, policy decisions and programme interventions, for informing public opinion on the situation of children and women and influencing the public debate. MICS surveys are usually carried out by government organizations, with the support and technical assistance of UNICEF
MICS is engaged in a programme of active methodological work with the aims of refining existing survey tools, developing new tools and understanding how these work together in MICS surveys. New tools such as questionnaire modules and protocols are validated, field tested and piloted within the MICS framework on an ongoing basis. MICS is currently in its sixth round and needs to review the performance of certain modules developed for this round and previous rounds as well as test new methods for collecting data. To examine how new modules and refinements to existing questions function, MICS will implement a field test of instruments in Belize, a country which has extensive experience with MICS. The field test will use a mixed-methods approach to examine the main objectives. The field test will be developed to allow for statistical testing of main research questions. Then, qualitative methods such as cognitive interviewing of respondents, debriefing of interviewers and field staff and behaviour coding can be used to further understand questionnaire and procedural issues that are not covered by the proposed statistical methods.
Purpose:
The purpose of this consultancy is to support the qualitative component of the field test of MICS in Belize. The main objectives of the qualitative aspects are to: 1) understand how and if the addition of new modules and protocols affect field work, 2) examine respondent understanding and responses of certain areas of the questionnaire (new and existing), and 3) examine problems faced during implementation of field work.
In collaboration with the MICS team and based on the key research questions, the consultant is expected to:
· Develop suitable study methods (e.g. cognitive interview, structured observation, focus groups, etc.) and protocols to address the main objectives
· Implement these protocols, alone and/or with additional support from the MICS team and others in the field test
· Propose and develop qualitative analysis for the data collected
· Write a report on the findings of the exercise which can be used to produce a MICS methodological paper or journal article
Expected results: (measurable results):
The expected results are recommendations to the MICS programme on questionnaire design and content, through a report which can contribute to a MICS methodological paper
