In response to recovery efforts following Hurricanes Maria and Irma, and earthquake events, the U.S. Department of Housing and Urban Development (HUD) allocated funds to the Government of Puerto Rico under the Community Development Block Grant for Disaster Recovery (CDBG-DR) Program and Community Development Block Grant for Mitigation (CDBG-MIT) Program to address disaster recovery by long-term disasters. The Puerto Rico Department of Housing (Vivienda) was designated by the Government of Puerto Rico as administrator of this allocation. These funds will be used on activities that increase disaster resilience and reduce or eliminate the long-term risk of loss of life, injury, property damage and loss, and suffering and hardship, by lessening the impact of future disasters. Additionally, these funds will be used to recover and rebuild, whenever which are also granted to stimulate economic growth in each affected community.Vivienda is issuing this Request for Qualifications (RFQ) for the acquisition of Engineering and Architectural Services, at its discretion and in the best interest of the implementation of the Programs, under CDBG-DR and CDBG-MIT grants, and any other federal funds. The RFQ process is designed to promote full and open competition while creating a list of proponents qualified, resulting in qualifications-based selection (QBS).
