Notice of intent to sole source: the eastern federal lands highway division (eflhd), of the federal highway administration (fhwa), intends to procure from the great dismal swamp restoration bank, llc, located in chesapeake, virginia, wetland mitigation credits within the chowan river basin, north carolina.







Project fw-alri 10(4) will result in permanent impacts to 0.80 acres of non-riparian wetlands and 0.02 acres of riparian non-riverine wetlands. To comply with section 404 of the clean water act, these impacts required coordination with the us army corp of engineers (usace). On march 29, 2019 usace verified that the project will be covered by nationwide permit 23. The permit conditions require fhwa to mitigate the wetland impacts at a ratio of 1:1.25 by purchasing mitigation credits at an approved mitigation bank within the same river basin (hydrologic unit code 03010205). Usace has identified the approved bank as great dismal swamp restoration bank, timberlake site.







The contractor will provide 1.00 non-riparian wetland mitigation credits and 0.025 riparian non-riverine wetland mitigation credits at the timberlake site within the approved river basin.







All responsible sources may submit a quotation which, if received timely, within 15 days of the posted date, shall be considered by the agency.
