COMBINED SYNOPSIS/SOLICITATIONPurchase of EvoLogics Hydroacoustic modems(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.(ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 1333MJ26Q0002.(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 (Oct 2025) (Deviation 2025-07) (May 2025).(iv) This solicitation is being issued as a total Small Business Set-Aside. The associated NAICS code is 334511. The small business size standard is 1, 000 employees.(v) This combined solicitation/synopsis is for purchase of the following commercial item(s):BRAND REQUIREMENT: While other manufacturers produce acoustic modems, the EvoLogics S2C T “Tiny” modems are uniquely suited to meet the specific requirements of the Subsurface Moored Buoy (SSB)- Uncrewed Surface Vehicle (USV) system. Their full compatibility with existing EvoLogics R- and M- series systems, proven field performance in PMEL projects, ultra-compact form factor, low power consumption, and rated depth of 200-3000m cannot be matched by other suppliers without significant redesign, additional testing, and increased risk. Leveraging this established system substantially reduces development time, cost, and operational risk, making it the most practical and reliable source for the project.
