INVITATION TO BID

FOR

PURCHASE OF DREDGING EQUIPMENTS FOR USE IN THE EQUIPMENT MANAGEMENT DIVISION, THIS REGIONAL OFFICE NO. IV-A, EDSA, QUEZON CITY

The Department of Public Works and Highways (DPWH), Regional Office No. IV-A thru its Bids and Awards Committee (BAC), through GOP under GAA FY 2019, intends to apply the sum of One Hundred Twenty Six Million Pesos Only (PhP126, 000, 000.00) being the Approved Budget for the Contract (ABC) to payment under Contract ID No. 19GD00007 Bids received in excess of the ABC shall be automatically rejected at bid opening.

The Department of Public Works and Highways (DPWH), Regional Office IV-A now invites bids for PURCHASE OF DREDGING EQUIPMENTS FOR USE IN THE EQUIPMENT MANAGEMENT DIVISION, THIS REGIONAL OFFICE NO. IV-A, EDSA, QUEZON CITY. Delivery of the Goods is required as specified in the Schedule of Requirement. The Bidder must have completed, within five (5) years from the date of submission and receipt of bids, (a contract similar to the Project- see ITB Clause 5.4). The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

Interested bidders may obtain further information from the BAC Secretariat/ Procurement Office and inspect the Bidding Documents at the address given below during Monday to Friday at 7:00 am to 4:00 pm.

A complete set of Bidding Documents may be purchased by interested Bidders on November 21, 2019 until before 9:00 am of December 11, 2019 from the Procurement Office, DPWH Regional Office No. IV-A, EDSA, Quezon City and upon payment for the Bidding Documents in the amount of Fifty Thousand Pesos (Php50, 000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of DPWH, provided that Bidders shall pay the for the Bidding Documents not later than the submission of bids.

The Department of Public Works and Highways, Regional Office No. IV-A will hold a Pre-Bid Conference on November 29, 2019 at 9:00 am, Bidding Room, DPWH Region IV-A, EDSA, Quezon City, which shall be open to all interested parties.

Bids must be duly delivered to the address below on or before 9:00 am, December 11, 2019. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bids will be opened in the presence of the Bidders- representatives who choose to attend. Late bids shall not be accepted.

The Department of Public Works and Highways, Regional Office No. IV-A reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
