New locomotives must be suitable for driving in cross-border traffic and capable of very flexible operation on lines with different systems without changing locomotives, thereby eliminating operational stops at border stations.
To achieve interoperability, new locomotives must be in skin accordance with the currently valid TSI regulations. In order to make sustainable decisions regarding future purchases, new locomotives must be equipped with ETCS equipment. The level of ETCS equipment is listed below and in the Technical Requirements for the purchase of 30 new 4-axle multi-system electric locomotives. For unlimited partsbetween the countries in question, national approvals and appropriate equipment are therefore recommended. In addition, manufacturers must provide prompt delivery of spare parts and skilled support.
