Tender Details

Tenders are invited for Puhovichi Solid Waste Project: Corporate Development and Stakeholder Participation Programme.

Project Description:

The Government of Belarus on behalf of the Minsk Oblast (the “Oblast”) and a new regional solid waste company EKOVTORSNAB (the Company) has requested the European Bank for Reconstruction and Development (the EBRD or the Bank) to provide technical assistance for Puhovichi Solid Waste (the Project). The aim of the Project is to finance an upgrade of the solid waste management system in the Puhovichi and Cherven Districts (the “Districts”) through: i) construction of an EU compliant landfill, ii) a waste sorting facility, and iii) vehicles and equipment for improvement of the waste collection system.

Assignment Description:

The Company now intends to engage an experienced company (the Consultant) to assist the Company to establish its operations and develop and implement the Corporate Development and a Stakeholder Participation Programme as well as Social Support Programme for the Oblast and the Districts (the Assignment) on the basis of the Consultancy Procurement Document (CPD) in attachment.

The expected outcome of the Assignment is the timely and successful adoption by the Company and the Oblast/ the Districts (where relevant) of the Corporate Development Programme, Stakeholder Participation Programme and Social Support Programme.

Consultant Selection Procedure: Single stage open competitive selection

Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

Cost Estimate for the Assignment: EUR 400, 000 ( exclusive of VAT).

Funding Source: It is anticipated that the contract will be financed by the EBRD-s Shareholder Special Fund (SSF). Selection and contracting is subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the consultant's country of origin.

Submission Requirements: In order to determine the capability and experience of Consultants seeking to be selected, the consultant shall submit a Response in accordance with the CPD: Consultancy Procurement Document

Important Notes:

1. The selection will normally be made from the Proposals received in response to this notification only, on the basis of the selection criteria set out in the CPD. The highest-ranked Consultant will be selected and be invited to negotiate the contract, subject to availability of funding.
