INVITATION TO BID

for IV FLUIDS

Publication No. 39-2019- G (First Publication)



1. The Provincial Government of Ifugao with the GENERAL FUND as fund source intends to apply the sum of Two Million Sixty Four Thousand Seven Hundred Fifty Two Pesos and 20/100 (PhP 2, 064, 752.20) being the Approved Budget for the Contract (ABC) to payment under the contract for the procurement of IV Fluids. Bids received in excess of the ABC shall be automatically rejected at bid opening. (Please see attached -œDocument- for the list of items to be bided).



2. The Provincial Government of Ifugao now invites bids from eligible bidders for IV Fluids. Delivery of the goods is required within ten (10) calendar days from receipt by the winning bidder of the Purchase Order.



3. Procurement will be conducted through open competitive bidding procedures using non-discretionary Pass/Fail criteria as specified in the Revised Implementing Rules and Regulations of Republic Act 9184, otherwise known as the Government Procurement Reform Act. Award by lot shall be given preference over award by items. But if it is unfavorable to the Government as determined by the BAC, award by items shall be preferred. In case two (2) or more bidders quoted all the items, the lowest total quotation which is responsive shall be preferred.



4. Interested bidders may obtain further information from the Bids and Awards Committee (BAC) of the Provincial Government of Ifugao and inspect the Bidding Documents at the Address given above from 8:00 o-clock AM to 5:00 o-clock PM starting September 19, 2019.



5. A complete set of Bidding Documents may be purchased by interested Bidders on September 19, 2019 to October 11, 2019 and before dropping of bids upon payment of a non-refundable bidding fee of Five Thousand Pesos (PhP 5, 000.00).



6. Pre-bid Conference on September 26, 2019 1:30 P.M. at the Bids and Awards Committee Office, 2nd Floor, COA Bldg., Capitol, Lagawe, Ifugao which will be open to interested parties who purchased the Bidding Documents.



7. Bids must be Dropped/Submitted to the address below on or before 1:30 P.M. of October 11, 2019 by the bidder or his duly authorized representative.



8. All bids must be accompanied by a Bid Security in the form of cash or cashier-s/manager-s check, bank guarantee or any combination thereof or a duly notarized Bid Securing Declaration using the prescribed form per GPPB Resolution No. 03-2012 which shall be valid for ninety (90) calendar days from the date of opening of bids.



9. Bid Opening shall be on October 11, 2019 at 2:00 in the afternoon at the address stated above. Bids will be opened in the presence of the Bidder-s representative who chooses to attend. Late Bids shall not be accepted.



10. The Provincial Government of Ifugao reserves the right to accept or reject any Bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidders/s.
