PUBLIC SERVICE CONCESSION FOR THE DESIGN, CREATION AND OPERATING OF THE EXHIBITION AND CONGRESS CENTER (PEC) The procedure is conducted by a group of granting authorities created in accordance with the provisions of articles L. 3112-1 to L. 3112-4 of the public procurement code to carry out the procedure for awarding the concession contract for the design, construction and operation of the PEC. It is made up of the Nice Côte d'Azur Metropolis (MNCA) - coordinator of the group - and the Local Public Company (SPL) Côte d-Azur Aménagement. The contract will entrust the concessionaire with the responsibility of ensuring, at its own risk, the design, construction and operation of the future Exhibition and Congress Center. Expectations and the project are more precisely described in the rules of the consultation phase applications, downloadable from the buyer profile of the Metropolis. The estimated value of the contract mentioned in 2.1.3 Value is calculated on the basis of operating income (Y including the contributions paid by the Licensor) envisaged over a forecast contract duration of 25 years.
