Public service concession concerning the creation and operation of an urban thermal network based on thalassothermal energy in Nice This consultation consists of the creation and operation of an urban renewable heat and cold network, based on on the thermal energy of the sea, thalassothermy. The scope of the project extends from Boulevard Gambetta to the port of Nice, locked to the north by the railway line. It aims to cover energy needs (heating, domestic hot water, cooling) of collective housing, public and tertiary buildings, particularly hotel establishments. The concessionaire will be responsible for the safety and proper functioning of the heat and cold network powered by thalassothermy on the coastal sector of downtown Nice. He will operate the heat and cold network and its services at his own risk, in compliance with the stipulations of the contract and the standards in force. The purpose of the procedure is to select an operator in with a view to the conclusion of a concession contract within the meaning of article L. 1411-1 of the CGCT and L. 1121-1 of the Public Procurement Code.
