THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO FAR OVERHAUL 5.101(a), THIS IS A PRESOLICITATION NOTICE OF THE GOVERNMENT-S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO LRP PUBLICATIONS (UEI UCMPFP9EH2R5) FOR MANAGER ADVANTAGE (CyberFEDS) LICENSES
The US Department of Housing and Urban Development, Office of the Chief Human Capital Officer, Talent Development and Workforce Planning (TDWP) office intends to award a sole source contract to LRP Publications to provide a one-year subscription for LRP Publication-s Manager Advantage tool. TDWP uses this tool to simplify the complexities of Federal civil service law. LRP Publications has developed and copyrighted Manager Advantage (CyberFEDS). In accordance with FAR Overhaul 12.102(a), for acquisitions valued at or below the simplified acquisition threshold (SAT), the Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available to procure Manager Advantage licenses. Manager Advantage contains a unique combination of proprietary features, tools and resources that cannot be found in any other web accessible resource available on the commercial marketplace.
This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Contracting Officer not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
