Provision of services for complex cleaning, chemical neutralization, degassing, deep drying and preparation for re-filling of tank containers (with a capacity of 25 tons) used for transportation of PMDI (polymeric methylene diphenyl diisocyanate). 1. Tender subject: Provision of services for complex cleaning, chemical neutralization, degassing, deep drying and preparation for re-filling of tank containers (with a capacity of 25 tons) used for transporting PMDI (polymer methylene diphenyl diisocyanate).2. Critical technical requirements (Mandatory): Strict prohibition of primary contact with water: Use of water or aqueous solutions at the initial stage of cleaning without prior evacuation and chemical neutralization product residues are strictly prohibited. The interaction of PMDI with water leads to irreversible polymerization (formation of solid polyurea), release of carbon dioxide ($CO_2$) and deterioration of the inner surface of the tank and shut-off fittings. Guarantee of absolute dryness (Dew Point Control): The final humidity inside the tank-container after drying must exclude any possibility of condensation. The dew point of the air or gas inside the container before handing over to the customer should not be higher $-40^\circ C$ (or meet the requirements for pouring moisture-sensitive isocyanates).3. Requirements for the technological process of the Contractor: Evacuation of residues: Maximum complete removal (pumping) of liquid PMDI sediment from the tank, drain pipes and valves. Chemical neutralization and washing: Application of specialized decontamination solutions, solvents or plasticizers that effectively dissolve and neutralize isocyanate groups without the formation of solid sediment. Cleaning of fittings: Complete dismantling (if necessary), washing and defect detection of shut-off and safety fittings (bottom valve, air valves, safety disks, seals).
