Quotation are invited for Provision of Security Services.

Since 1970, Samaritan-s Purse (SP) has helped meet needs of people who are victims of war, poverty, natural disasters, disease, and famine in the world-s most troubled regions. Samaritan-s Purse serves people in need with equality and respect, and without preference or regard to race, religion, gender, creed or social status. Currently Samaritan-s Purse has 18 country offices and works through partners in an additional 42 countries.

The purpose of this Request for Quote (RFQ) is to provide security services for building security, quick reaction support in supporting staff in difficult situations, and armored vehicle rentals. These services will support Samaritan-s Purse programming within Yemen and as a means to bring aid to the victims of war, poverty, natural disasters, disease, and famine. They will in not be resold, bartered, traded for other goods or services, or used as leverage in any way, shape or form.

Bidders are responsible for reviewing and understanding the contents of the RFQ package and requirements when preparing their quotation. They are also responsible for ensuring that their submission comply with the stated requirements. Failure to meet the requirements of the RFQ may result in disqualification of the submitted quotation.

Statement of Work: Security Services
No. PR21-10-014 - 2022 Security Services
Samaritan-s Purse is seeking companies with security services to provide three types of services for a 2022
framework agreement. Companies must be registered in Yemen and provide all required documentation listed
in the posting. All Yemen laws including labour law must be abided by for offers to be considered.
GUARDING
• 24/7 unarmed guard services within Aden one building
• 24/7 unarmed guard services in Turbah, Taiz
• 24/7 unarmed guard services for expansion areas within the south of Yemen
Main Duties include:
• Control access into the premises in accordance with instructions.
• Patrol the area between the perimeter wall and the office/accommodation and warehouse building in
Aden
• Monitor the premises by means of direct observation and by CCTV, and operate alarm systems when
required.
• Inspect all entrances into the premises to ensure that they remain secure
• Maintain a security log of all incidents and visitors
• Report all incidents to the senior security officer.
• React appropriately and immediately to all threats.
• Guards should receive a net monthly salary no less than $350 USD.
Skills/Training - all guards must:
• Be fully trained in the duties of a security guard, and act professionally at all times.
• Have training in first aid.
• Have sufficient knowledge of English that they can communicate simple instructions to international
staff, understand simple orders, and be able communicate security/threat information to
international staff.
• Be trained to handle conflict situations, such as complaints by individuals at the gate, in a calm and
non-aggressive manner.
Quick Reaction Force
The security company is to have the capability to supplement the guard force in the event of emergency. This
capability must include:
• A 24-hour operations room.
• Direct contact with the police response unit
• An armed quick reaction force within Aden city that can react within 15 minutes to threats at the
office/accommodation, or to individuals outside the office/accommodation calling for immediate
assistance.
Armoured Vehicles
As surge capacity for the office, have available the following:
- Daily armoured vehicle rental inclusive of driver and fuel
- Weekly armoured vehicle rental inclusive of driver and fuel
- Monthly armoured vehicle rental inclusive of driver and fuel
