Ministry of the Interior Tender Committee Tender No. 13/2019 for the provision of geographical information services

The Ministry of the Interior (hereinafter: "the Ministry"), hereby appeals for proposals to provide geographic information services for the Ministry of the Interior.

1. The Term of the Contract
1.1 The term of the contract under the agreement to be signed with the winner is from the date of the accountant`s signature of the agreement for a period of one year.

1.2 Only the Ministry reserves the right to choose to extend the contract with the winner for a cumulative period of up to five years, as specified in the tender documents.

2. Main Prerequisites for Tender Participation (Threshold Conditions)


Limit conditions for bidder 2.1 The bidder attached a bid guarantee of NIS 30, 000, in the form of Appendix A9 to the tender.

2.2 The bidder has carried out at least two projects, during the five years preceding the date of bidding, when each project is in aggregate, with the following requirements:

2.3 holds a degree (first or second) in geography or geoinformatics or geodesy or urban planning or a degree with specialization in urban planning or civil engineering or computer science with specialization in mapping and geographic application development.

2.4 Has at least five years experience in mapping projects.

2.5 Has experience in managing at least two projects, during the five years preceding the date of bidding, when each project is in aggregate, with the following requirements:
2.5.1 Each project deals in the field of geographical information systems.
2.5.2 The financial scope of each project was at least NIS 400, 000 (including VAT).
2.5.3 Within each project, the proposed manager managed at least three service providers, of which at least one qualified surveyor and one SMG operator.

3. The bidder must attach documents as required in the tender documents.

4. The firm may open another competitive procedure in accordance with the provisions of section 14.5 of the Tender.

5. The firm wants to select only one winner.
