Provision of external legal services for the needs of the MHMP - Part 2 - Subsidy, public support, EU law The subject of the performance of the awarded public contract (hereinafter referred to as "public contract") is legal services and legal advice under the regime of Act No. 85/1996 Coll., on Advocacy, specifically, the provision of legal services and advice in the field of subsidies, public support and EU law, from the position of both the recipient and the provider of subsidies or public support to the extent according to the Framework Agreement (Annex No. 1 of the procurement documentation): •Public support / subsidy - setting the support regime and project compliance (opinions on the setting of support in connection with the call, consultations with governing bodies, interpretation of rules, market analyses, assessment of compliance of the implementation with the allocated support, advice in relation to the instructions and COCOF methodological documents); •Financial control / budgetary rules - defense in control and levy cases (objections to the protocol on control, appeals against the payment estimate, opinions on violation of budgetary discipline, preclusion periods for levies); •Public support - expert analyses/case studies (especially de minimis, Article 107 of the TFEU); •Subsidy programs - legal consultations; EU compliance outside subsidies/support (GDPR, eIDAS) (methodologies, recommendations, related advice); • EU law - assessment notification obligations of the technical regulation; • Public support in the field of services of general economic interest.
